摘要
技术标准形成能力是确立技术话语权、引领人工智能产业高质量发展的核心问题。本文根据集体行动理论,构建了我国人工智能产业技术标准形成能力评价体系;运用熵权-综合评价法、“熵权”非线性规划法、TOWA-GA混合算子模型对其进行测度;运用ArcGIS空间技术、Dagum基尼系数及其分解法、Kernel(核)密度估计法对我国30个省级行政区2015—2019年人工智能产业技术标准形成能力展开空间非均衡及分布动态演进分析。结果表明:(1)考察期内,我国人工智能产业技术标准形成能力显著提升,东部优势明显,西部的年均增长率最高。(2)我国人工智能产业技术标准形成能力整体地区差异呈波动下降趋势;地区间差异是造成地区差异的主要来源。(3)我国整体及东部地区均呈现多极化发展态势,技术标准形成能力存在一定程度上的梯度发展。
The capability to form technical standards is the core issue for establishing the right to speak in technology and leading the high-quality development of the AI industry.Based on the theory of collective action, this paper constructs an evaluation system for China’s AI industry technical standard formation capability.It uses entropy weight-comprehensive evaluation method, “entropy weight”nonlinear programming method, and TOWA-GA hybrid operator model to measure it.ArcGIS,Space technology, Dagum Gini coefficient and its decomposition method, and Kernel density estimation method are used to analyze the spatial non-equilibrium and distribution dynamic evolution of technical standard formation capability from 2015 to 2019.The results show that:(1)During the inspection period, China’s AI industry technical standard formation capability has been significantly improved, the eastern has huge advantages, and the western has the highest average annual growth rate.(2)The overall regional differences show a fluctuating downward trend;regional differences are the main source of regional differences.(3)China as a whole and the eastern have shown a multi-polar development trend, and there is a certain degree of gradient development of the ability to technical standards formation capability.
