摘要 中国共产党以其一脉相承而又不断创新的生态文明建设理念带领全党全国各族人民走出了一条具有中国特色的“人与自然和谐共生”发展道路,习近平生态文明思想和习近平法治思想指引中国环境法治建设从无到有、从有到新。党的二十大报告明确将“人与自然和谐共生”作为“中国式现代化”的本质特征,突出全面依法治国对于全面建设社会主义现代化国家的重要作用,为迈向新征程的环境法治建设锚定新方位、赋予新使命。为此,亟须在习近平生态文明思想和习近平法治思想的指引下,统筹立改废释纂,夯实环境法治基础,健全环境法治体系,以人与自然和谐共生的现代化推动中华民族伟大复兴。 With its consistent and innovative concept of eco-civilization construction, the Communist Party of China has led the whole Party and the people of all ethnic groups in China to embark on a Chinese path of development featuring “harmony between humanity and nature”. Xi Jinping Thought on Eco-civilization and Xi Jinping Thought on Rule of Law guide the construction of environmental rule of law in China to start from scratch and then develop to a new stage. The Report to the 20th National Congress of the Communist Party of China clearly regarded “harmony between humanity and nature” as the essential feature of “Chinese modernization”, highlighted the important role of the comprehensive advancement of law-based governance in building a modern socialist country in all respects, anchored a new orientation and enforced a new mission for the construction of environmental rule of law on a new journey. To this end, under the guidance of Xi Jinping Thought on Eco-civilization and Xi Jinping Thought on Rule of Law, it is urgent to take coordinated steps to enact, revise, abolish, interpret, and codify laws, consolidate the foundation and improve the system of environmental rule of law, thereby advancing the rejuvenation of the Chinese nation with the modernization of harmony between humanity and nature.
