摘要
在巡游出租车和网约车无序竞争的背景下,明确巡游出租车和网约车合理规模,对武汉市增强城市出租车行业可持续发展韧性、提升现代化管理水平和城市治理能力具有指导意义。首先,通过对比分析巡游出租车和网约车行业发展现状,分析存在的问题;其次,研究国内城市出租车行业发展政策,总结先进经验,明确武汉市巡游出租车和网约车的发展定位;然后,从国家规范标准、疫情后城市交通特征、类比其他城市规模3个方面测算武汉市巡游出租车合理规模,从设施供给、出行需求2个维度测算网约车的合理规模;最后,提出适应武汉市出租车行业发展的管理策略和实施建议,引导行业健康发展,对其他城市出租车行业发展具有借鉴意义。
In the context of the chaotic competition between cruising taxi and online car-hailing, clarifying the reasonable volume of cruising taxi and online car-hailing has guiding significance for Wuhan to enhance the sustainable development and resilience of urban taxi business and improve the modernization level of governance capacity. Firstly, the problems in taxi business were analyzed by comparing the present situation between cruising taxi and online car-hailing. Secondly, the respective development positioning of cruising taxi and online car-hailing in Wuhan were defined by studying the development policies of the taxi business in domestic cities and summarizing the advanced experience. Then, the reasonable volume of cruising taxi in Wuhan was forecast from three aspects of national norms, urban traffic characteristics during the epidemic, and data comparing among other cities. The reasonable volume of online car-hailing was forecast from two dimensions of facility supply and traffic demand. Finally, the implementation strategies and relevant suggestions to adapt to the development of the taxi business in Wuhan were put forward to guide the healthy development of the taxi business and provide reference for similar cities.
