摘要
为做好长江生态环境保护民主监督工作,按照致公党中央主席办公会议的部署要求,2021年7月下旬、9月上旬、12月中旬,致公党中央成立调研组,分别前往安徽省合肥市、安庆市、铜陵市、池州市、芜湖市与马鞍山市开展“致公党中央对口安徽省开展长江生态环境保护民主监督工作”调研。调研了解到,近年来,安徽省沿江各市坚决落实长江大保护的政治责任,坚持生态优先、绿色发展,在长江生态环境修复工作中取得了显著成绩。但还存在流域生态系统保护整体性不足,水生生物保护急需科学研究指导,农业面源污染治理难度大,城镇污水、垃圾处理仍需加强,水环境风险仍然存在,血吸虫病风险并未完全消除等问题。在下一步的民主监督工作中,建议进一步推动国家生态保护法律法规和规划措施的贯彻落实;推动长江“智慧”管理广度与深度的拓展,推广优化部分地市的长江管理经验;推动建立长江生态保护的可持续发展模式,实现生态保护的长效性。
In order to better fulfill the task in democratic supervision of ecological and environmental protection in the Yangtze River, a research group was set up in late July, early September and mid-December in accordance with the requirements of the Zhi Gong Party Central Chairman’s office meeting. The team went to Hefei, Anqing, Tongling, Chizhou, Wuhu and Ma ’anshan of Anhui Province respectively to carry out research on "Democratic Supervision of Ecological and Environmental Protection of the Yangtze River in Anhui Province by the Central Committee of China Zhi Gong Party". According to the investigation, in recent years, the cities along the Yangtze River in Anhui Province have firmly implemented the political responsibility of the great protection of the Yangtze River, adhered to ecological priority and green development, and made remarkable achievements in the restoration of the ecological environment of the Yangtze River. However, there are still problems such as inadequate ecosystem protection, urgent scientific research and guidance for aquatic life protection, difficult control of non-point agricultural source pollution, treatment of urban sewage and garbage, water environment risks, and schistosomiasis risk. In the next step of democratic supervision, it is suggested to further promote the implementation of national ecological protection laws, regulations and planning measures;promote the expansion of the breadth and depth of "smart" management of the Yangtze River;promote and optimize the management experience of some prefecture-level cities of the Yangtze River;promote the establishment of a sustainable development model of ecological protection in the Yangtze River and realize the long-term effect of ecological protection.
