摘要
政府对公共文化服务政社合作进行风险控制,有助于充分发挥政社合作模式优势,提升公共文化服务效能,实现可持续发展。PDCA方法理论及其应用在公共文化服务政社合作风险控制方面具有一定的可行性和作用。利用PDCA方法,从供给和运营两个层面可构建公共文化服务政社合作全流程风险控制体系:一是依据PDCA循环管理方法制定风险控制计划。二是采用多案例分析方法,识别并解释目标差异风险、主体风险、模式风险、内容风险、财务风险、契约风险、绩效风险七个风险因素。三是利用风险评估矩阵确定风险处理方式。四是从协调合作目标、健全准入机制、优化供给模式选择方式、丰富供给内容、多渠道保障资金供给、规范运营契约秩序以及夯实运营绩效目标实现基础等方面提出风险控制措施。
It is conducive to giving full play to the advantages of the cooperation between government and social organizations,improving the efficiency of public cultural services,and realizing sustainable development for the government to control risks in cooperation between government and social organizations providing public cultural services.The application of the theory PDCA(Plan Do Check Act)is workable and effective in risk control of the cooperation between government and social organizations providing public cultural services.Based on PDCA,whole process risk control system could be constructed from service supply and operation.Firstly,risk control plan is developed according to PDCA cycle management method.Secondly,multi-case analysis method is used to identify and explain the seven risk factors,such as risks in target difference,subject,model,content,finance,contract and performance.Thirdly,the risk assessment matrix is used to determine the risk resolution.Finally,risk control measures are put forward from the aspects of coordinating cooperation goals,improving the access mechanism,optimizing the supply mode selection,enriching supply content,multi-channel guarantee of fund supply,standardizing operation contract rule and clarifying the foundation for the realization of operation performance goals.
