摘要
开展生态环境统计制度与排污许可制的衔接研究,是厘清固定污染源数据来源,提高生态环境治理体系和治理能力现代化水平,推动生态环境统计改革的重要工作。通过对比2020年度两项制度工业源调查数据,从调查单位、调查内容和核算方法等方面深入分析了现阶段两项制度在工业源衔接难点,初步提出了环境统计衔接排污许可制度改革的思路建议。即强化排污许可证后监管,实行分阶段衔接;建立数据资源共享机制,减轻基层负担;强化数据质控,落实防范统计造假责任;拓展数据分析应用,履行统计咨询职责,为制度衔接提供保障。
Conducting research on the connection between ecological environment statistical system and pollution discharge permit system is an important work to clarify the data sources of fixed pollution sources, accelerate the modernization of the ecological environment governance system and governance capabilities, and promote the reform of ecological environmental statistics. By comparing the industrial source survey data of the two systems in 2020, this paper deeply analyzed the difficulties in the connection of industrial sources between the two systems at the current stage from the aspects of survey units, survey content and accounting methods, and preliminarily put forward some suggestions on the reform of the connection between environmental statistics and industrial sources of emission permit system.. That is, to strengthen the supervision after the pollution discharge permits and implement staged connection;establish a data sharing mechanism to reduce the burden on the community;enhance data quality control and implement the responsibility to prevent statistical fraud;expand data analysis and data application, perform statistical consulting duties, and provide guarantee for the system connection.
