中国对外直接投资的碳排放效应——基于多区域投入产出模型 被引量:4

Carbon emissions from China’s outward foreign direct investment:Measurement based on multi-regional input-output model

摘要 随着国内“双碳”目标的提出以及中国对外直接投资(OFDI)的增加,国际上有些观点认为中国通过OFDI向其他国家进行碳排放转移。本文构建区分内资和外资企业异质性的多区域投入产出模型,测度和分析2005—2016年中国企业海外投资的碳排放效应,检验中国OFDI是否导致“污染天堂”效应。结果表明:(1)中国OFDI的碳排放量比较小,占全球投资碳排放的比重远小于中国OFDI存量和流量占全球的比重。(2)中国OFDI碳排放主要集中于资源密集型的发展中国家和美国等发达国家,中国在大多数国家的OFDI碳强度小于东道国碳强度,这说明中国在这些国家的OFDI呈现“污染光环”效应。(3)中国OFDI碳排放主要分布在投资规模大、投资动机以资源寻求型为主、碳强度高的行业。因此,建议中国政府推动双边低碳投资合作框架,中国企业通过全球产业关联促进低碳技术的溢出和传播。 With the introduction of the dual carbon goals and the growth of China’s outward foreign direct investment(OFDI), some people argue that China transfers its carbon emissions to other countries. By constructing a global multi-regional input-output model distinguishing the firm heterogeneity of domestic-and foreign-owned enterprises, this study measured and analyzed the carbon emissions generated by Chinese enterprises in host countries from 2005 to 2016 to test whether China’s OFDI leads to a“pollution haven”. The results show that the amount of China’s OFDI carbon emissions is small, and its share in global investment carbon emissions is much smaller than the share of China’s OFDI stock and flow. China’s OFDI carbon emissions are mainly concentrated in resource-intensive developing countries and developed countries such as the United States. In most countries, the carbon intensity of China’s OFDI is lower than that of the host country, indicating that China’s OFDI in most countries presents a“pollution halo”effect.China’s OFDI carbon emissions are distributed in industries with big investment scale, resource seeking investment motivation, and high carbon intensity. It is suggested that the Chinese government promote a bilateral low-carbon investment cooperation framework, and Chinese enterprises promote the spillover and dissemination of low-carbon technologies through global industrial linkages.
