摘要
“双碳”目标下,农业高质量发展应做到“五高、五低”,即高产量、高品质、高效率、高效益、高科技,低投入、低流失、低消耗、低污染、低排放。南方是我国农业重要区域,起着人口承载地、粮食生产区、经济增长极和生态安全带的战略支撑作用。当前,与高质量发展要求相比,南方农业存在着粮食产能萎缩、耕地撂荒、投入不当、环境退化、灾害频发和效益下降等多方面的问题与挑战。针对存在的上述问题与挑战,在“双碳”目标前提下为实现新时代南方农业高质量发展,必须采取以下对策与措施:重振南方粮食生产雄风;合理利用耕地资源;调整优化耕作制度;优化农业生态环境;推动农业“转型”发展;夯实农业生产基础。
For the goals of carbon peaking and carbon neutrality,the high-quality development of agriculture should meet the standards of“five high,five low”,that is,high output,high quality,high efficiency,high benefit,high technology,low input,low loss,low consumption,low pollution,and low emission.An important area for the agriculture of our country,south China assumes the strategic supporting roles like the population loader,grain producing area,economic growth pole,and ecological safety belt.At present,as compared to the requirements of high-quality development,the agriculture in south China still faces not a few problems and challenges such as shrinkage of grain production,plowland left uncultivated,improper input,environmental degradation,frequent occurrence of disasters,and reduced benefits.Aiming at these problems and challenges,and for the purpose of realizing the high-quality development of agriculture in south China toward the carbon peaking and carbon neutrality goals in the new era,we must take the following measures:make efforts to restore the production of grain in south China;reasonably utilize the plowland resources;adjust and optimize the cropping system;optimize the agricultural ecological environment;promote the transformation of agricultural development;and consolidate the foundation for agricultural production.
