义务教育优质均衡发展评估指标体系构建现状审视及优化路径 被引量:4

摘要 随着义务教育均衡发展督导工作的全面完成,我国义务教育全面进入优质均衡发展阶段,相应评估指标体系的研制成为迫切任务。然而,当前无论是对义务教育优质均衡发展内涵的讨论还是对评估指标体系的研制都还处于探索阶段。本研究旨在通过对义务教育优质均衡发展的有关政策、价值取向以及指标体系研制现状进行分析,寻求指标体系构建的改进路向。研究认为,义务教育优质均衡发展是以内在质量为核心、差异化特色发展为重要价值取向的全要素、全过程均衡发展。尽管,当前义务教育优质均衡发展指标体系研制取得了明显进展,取得了宝贵经验,但仍然存在一些缺失或者薄弱地方。未来的指标体系构建应增设教育服务理念指标和深度开发教育服务质量指标,有效测度义务教育质量均衡发展;处理好义务教育均衡发展和优质特色发展之间的辩证关系;凸显教育与信息化融合指标;突出和做实人民群众满意度指标。 With the comprehensive completion of the supervision of the balanced development of compulsory education,China’s compulsory education has entered the stage of high-quality and balanced development,and the development of the corresponding evaluation index system has become an urgent task. However,both the discussion on the connotation of high-quality and balanced development of compulsory education and the development of the evaluation index system are still in the exploration stage. The purpose of this study is to find the way to improve the construction of the indicator system by analyzing the relevant policies,value orientation and the development status of the indicator system for the high-quality and balanced development of compulsory education. The research believes that the high-quality and balanced development of compulsory education is the whole factor and the whole process of balanced development with internal quality as the core and differentiated characteristic development as the important value orientation. Although the development of the indicator system for high-quality and balanced development of compulsory education has made significant progress and gained valuable experience,there are still some deficiencies or weaknesses. In the future,the construction of the indicator system should add educational service concept indicators and in-depth development of educational service quality indicators to effectively measure the balanced development of compulsory education quality;and handle the dialectical relationship between the balanced development of compulsory education and the development of high-quality characteristics;and highlight the integration indicators of education and informatization;as well as highlight and implement the indicators of people’s satisfaction.
