摘要
截至2020年底,我国共有15000个开发区、高新区和科技园等产业园区,虽然这些产业园区工业产值高,但排污量也大。为实现产业园区开发建设和环境保护协调可持续发展,环保源头预防是关键,而规划环评是环保源头预防体系的中前端,其中制约因素是规划环评中承上启下的关键环节。江苏省作为全国唯一部、省共建生态环境治理试点省份,其规划环评工作位于全国前列。通过调研阐述了江苏省产业园区生态、环境、资源、环境管理、环保基础设施等方面常见的制约因素,并针对性地提出了指导性建议。
By the end of 2020,there are 15000 parks in China,such as development zones,high-tech zones,science and technology,which present high industrial output value but large pollutant emissions.Prevention from the source of environmental protection is the key to realize the coordinated and sustainable development of industrial park development and construction and environmental protection,while the planning environmental impact assessment is the middle and front end of the environmental protection source prevention system,in which the constraints are the key links between the preceding and the following in the planning environmental impact assessment.Jiangsu Province is the only province in the country to jointly build a pilot province for ecological environment governance,and the planned environmental impact assessment is at the forefront of the country.Taking the industrial parks in Jiangsu Province as an example,investigates and expounds the common constraints on ecology,environment,resources,environmental management,environmental protection infrastructure and other aspect,and puts forward some guiding suggestions.
