摘要
[目的/意义]公安机关的新角色和新机制研究,旨在从角色新定位、机制新模式、角色和机制相适应的综合视角,推进新时代公安机关的转型发展和深化改革,提升公安机关战斗力,更好地履行职责使命、发挥职能作用。公安机关的新角色和新机制是深入推进警务体制机制改革、建设现代警务体系、加快构建符合实战化要求的公安机关职能体系的重要内容,也是适应社会安全治理现代化建设要求、推进新时代公安工作转型发展的必然要求,对提升公共安全治理体系现代化水平、推动公安工作高质量发展具有重要意义。[方法/过程]本文综合运用文献研读和理论推演的方法,阐述社会安全治理现代化的内涵及特征,剖析影响公安机关角色更新和机制优化的潜在因素,构建适应社会安全治理现代化要求的公安机关新角色和新机制结构框架,并对深化公安机关改革、功能升级、战斗力提升提出政策建议。[结果/结论]新时代公安机关的新角色塑造集打击、参与、预防、改革和服务为一体,并具有丰富的改革新内涵;新机制优化路径包括树立嵌入式、标准化的警务工作理念,构建以预防为主、打击为辅的警务实战机制,差序共治、资源共享的警务合作机制,事权清晰、保障有力的警务改革机制,“情指行”一体化的警务运行机制,推动警务数字化转型。
[Purpose/significance]The research on the new role and new mechanism of police office aims to promote the transformation and development of police office in the new era and deepen the reform,improve the combat effectiveness,better perform their duties,missions and functions from a comprehensive perspective of new role orientation,new mechanism model,adaptation of role and mechanism.The new role and mechanism of the police office is an important part of deepening the reform of the police system and mechanism,building a modern police system,and speeding up the construction of a functional system of the police office that meets the requirements of the actual combat.It is also an inevitable requirement for adapting to the requirements of the modernization of social security governance and promoting the transformation and development of police work in the New Era.It is of great significance to promote the high-quality development of police work.[Method/process]This paper comprehensively uses the methods of literature study and theoretical deduction to elaborate the connotation and characteristics of the modernization of social security governance,analyze the potential factors that affect the role renewal and mechanism optimization of police office,build a new role and new mechanism structure framework of police office that meet the requirements of the modernization of social security governance,and put forward policy suggestions for deepening the reform,function upgrading and combat effectiveness improvement of police office.[Result/conclusion]The new role shaping of police office in the new era integrates striking,participation,prevention and service,with rich new connotation of reform.The new mechanism optimization path of the police office includes establishing an embedded and standardized police work concept,building a police practice mechanism with prevention as the main and attack as the auxiliary,a police cooperation mechanism with differential governance and resource sharing,a police reform mechanism with clear authority and strong guarantee,and a police operation mechanism with integrated information,instruction and practice,promoting the digital transformation of police.
