深化“三评”改革背景下完善重大科技项目科技评审机制的对策 被引量:1

Countermeasures to Improve Science and Technology Evaluation Mechanism of Major Science and Technology Projects Under the Background of Deepening the Reform of the "Three Evaluations"

摘要 探寻深化“三评”改革背后重大科技项目评审创新机制,为提高“三评”改革实效、确保科技评审结果科学客观公正提供参考。通过梳理“三评”改革对科技项目评审提出的新要求、新任务,以重大科技项目评审为例,结合广东省重大科技专项评审工作实际,分析当前我国重大科技项目评审工作存在问题与完善策略。研究表明:当前在重大科技项目评审过程中仍存在专家遴选制度待完善、评审标准欠合理、对评审专家全程监督不足等问题。为此,提出有必要引进责任清单制,并以广东省重大科技专项评审为例,从完善科技评审机制和评价指标体系、严格规范专家遴选制度、提高评审队伍建设和组织水平等方面来形成评审工作责任清单,促进优化重大科技专项评审机制。 This paper explores the innovation mechanism of the evaluation of major science and technology projects behind the deepening reform of the "Three Evaluations", and provides reference for improving the effectiveness of the "Three Evaluations" reform and ensuring the scientific, objective and fair results of science and technology evaluation.It sorts out the new requirements and new tasks of the "Three Evaluations" reform for the evaluation of science and technology projects, taking the evaluation of major science and technology projects as an example, combining with the actual evaluation work of major science and technology projects in Guangdong province, analyzes the existing problems and improvement strategies in the evaluation of major science and technology projects of China. The research shows that there are still some problems in the evaluation process of major science and technology projects, such as the expert selection system needs to be improved, the evaluation standards are not reasonable, and the whole-process supervision on evaluation experts is insufficient. Therefore, it proposes to introduce the responsibility list system, and taking the evaluation of major science and technology special projects in Guangdong as an example, forms the list from the aspects of improving the science and technology evaluation mechanism and the evaluation index system, strictly standardizing the expert selection system, and improving the construction of the evaluation team and organizational level, to promote the optimization of evaluation mechanism of major science and technology projects.
