摘要
我国拥有世界上最丰富的水电资源,经过40年的大力开发,多项指标居世界第一,并成为“走出去”战略的亮丽名片,对中华民族伟大复兴将产生深远影响。在实现“碳达峰、碳中和”目标的驱动下,我国水电开发事业迎来新的历史机遇。本文系统回顾和梳理了重大工程项目治理理论发展脉络,以及我国重大水电工程项目治理40年演化进程;在此基础上,聚焦各阶段起引领作用的云南鲁布革、长江三峡和雅砻江杨房沟3个水电工程在项目治理上取得的历史性突破,透视在中国特色社会主义制度下,我国重大水电工程项目治理的发展过程:从政府行政管理逐步发展为“政府主导+市场机制”的项目治理体系,并历经了开启项目交易治理、形成项目顶层治理,以及创建“EPC+JV”新型项目交易治理结构三大里程碑。总结其基本经验、揭示其内在规律,发现我国重大水电工程项目治理发展的40年,是项目管理理论向项目治理理论不断拓展的过程,也是在实践中不断推动有效市场与有为政府更好结合的过程。最后,展望我国重大水电工程项目治理未来发展方向,试图为中国特色重大工程项目治理理论体系构建提供水电行业智慧,为我国水电开发的高质量发展乃至碳达峰碳中和目标的实现提供支持。
China has the most abundant hydropower resources in the world.After 40 years of vigorous development,many indicatorsrank first in the world,and become the bright name card of"going out"strategy,which will produce a far-reaching impact on the great re-juvenation of the Chinese nation.Driven by the realization of carbon peak and carbon neutralization goal,hydropower development in Chi-na is facing new historical opportunities.This paper systematically reviews and sorts out the development process of megaproject gover-nance theory,and the 40-year evolutionary process of hydropower megaproject governance in China.On this basis,by focusing on the his-toric breakthroughs in project governance of Lubuge Hydropower Station in Yunnan Province,Three Gorges Hydropower Station in YangtzeRiver and Yangfanggou Hydropower Station in Yalong River,the development process of hydropower megaproject governance in China un-der the socialist system with Chinese characteristics is summarized as follows:It has gradually developed from government administrationto the project governance system of"government-led+market mechanism",and has gone through three milestones:opening project transac-tion governance,forming project top-level governance,and creating a new project transaction governance structure of"EPC+JV".Summariz-ing up its basic experience and revealing its internal laws,it is found that the 40-year development of hydropower megaproject governancein China is a process of constantly expanding project management theory to project governance theory,and also a process of constantly pro-moting the better combination of effective market and promising government in practice.In the end,the future development directions ofhydropower megaproject governance in China are forecasted.This paper tries to provide the hydropower industry wisdom for the construc-tion of megaproject governance theory system with Chinese characteristics,and provide support for the high-quality hydropower develop-ment and the realization of carbon peak and carbon neutralization goal in China.
