摘要
减贫是人类社会的共同使命,消除贫困是联合国《2030年可持续发展议程》的首要目标,发展则是解决经济社会问题的关键。习近平主席指出,把“一带一路”建成“减贫之路”“增长之路”,强调“一带一路”建设的发展导向。共建“一带一路”在近10年的实践过程中,通过国际合作平台凸显了强大的减贫功能,将中国减贫学与共建国家及地区的实际相结合,探索减贫新路径,为全球减贫作出了突出贡献。在未来共建“一带一路”推动全球减贫路径的选择上,要着眼“两个大局”,统筹好发展和安全、政府和市场、输血和造血、官方和民间、重点和全面等关系,在共建“一带一路”促进全球减贫方面积极有为,稳妥推进。
Poverty reduction is the common mission of human society, and poverty elimination is the primary goal of the United Nations 2030 Agenda for Sustainable Development, while development is the key to solving economic and social problems. President Xi Jinping pointed out that "the Belt and Road" should be built into a "Road of Poverty Reduction" and a "Road of Growth", emphasizing the development orientation of B&R. In the course of recent ten years of practice, B&R has demonstrated its powerful function of poverty reduction through international cooperation platforms, explored new paths of poverty reduction by combining Chinese experience with the actual conditions of the co-construction countries and regions, and made outstanding contributions to global poverty reduction. In choosing the future path to promote global poverty reduction through B&R, it is necessary to proceed from both domestic and international imperatives, coordinate development and security, government and market, transfer and self-creation of funds, public and private funding, and priorities and overall development. B&R will promote global poverty reduction in a proactive and prudent manner.
