摘要
运用文献资料法等,分析我国全民健身场地设施配置政策演进历程及其特征,并提出展望。演进历程:初创孕育期、停滞倒退期、改革探索期、全面推进期、提档升级期。演进特征:政策制定主体由“单一”转向“多元”、政策目标由追求“规模与效率”转向“质量与公平”、政策内容由“零散细碎”转向“系统关联”、政策工具由“强制性”转向“多样并存”、政策取向从“国家本位”转向“人民健康本位”。展望:围绕“主体协同”制定政策,优化体制机制;导向“公平均等”政策目标,统筹规划力求国民普遍受惠;追求“精细标准”政策内容,提高政策可操作性;注重“组合策略”政策工具,实现政策高质量发展;秉持“以人民为中心”政策取向,满足人民日益增长的运动健康需求。
By using the method of literature review, this paper analyzed the evolution and characteristics of national fitness facilities allocation policy in China, and put forward policy prospects. It has gone through initial incubation period, stagnation and regression period, reform and exploration period, comprehensive promotion period, and upgrading period. Evolution characteristics:The main body of policy-making has shifted from "unitary" to "multiple subjects", the policy goal has shifted from "scale and effi ciency" to "quality and equity", the policy content has shifted from "fragment" to "system and correlation", the policy tool has shifted from from "compulsion" to "coexistence of diversity", and the policy orientation has shifted from "national standard" to "people’s health standard". Prospects: We should formulate policies and optimize institutions and mechanisms around "coordination of main bodies", make overall planning to strive for universal benefi ts for the people by the policy goal of "fairness and equality", pursue the "fine standard" policy content to improve the operability of policy, focus on "combination strategy" policy tools to achieve high-quality policy development, and adhere to the policy orientation of "people as the center" to meet people’s growing demand for sports and health.
