摘要
当前面对俄乌冲突对国际局势的影响,全球粮食市场的敏感神经再次受到刺激,世界范围的粮食供应阻断、市场秩序紊乱的概率进一步增加,面对全球粮食供应中的可能“断点”、潜在“冲击点”及内在“压力点”,探寻新格局下俄乌冲突对全球粮食市场的直接与间接、长期与短期影响,分析新格局下中国粮食市场所面临的直接影响有限、间接影响总体可控及长期会对中国粮食安全敲响警钟等具体风险敞口状况,进而构建中国稳定可靠的粮食供应体系,健全新格局下保障中国粮食安全的政策战略、资源整合、风险预警及境外粮源稳定等响应机制,并进一步完善重视粮食生产自给能力建设、拓宽境外粮源基地建设及处理好短期调整与长期战略、以自我为主与扩大对外开放、科技创新与强化制度引领等关键性关系间的融合发展等具体响应措施。
Facing the current impact of the Russia-Ukraine conflict,the sensitive nerves of the global food market have once again been stimulated,and the probability of food supply disruptions and market disorder has further increased in the world.Facing possible"breakpoints",potential"shock points"and internal"pressure points"in the global food supply,it is necessary to explore the direct and indirect,long-term,and short-term impacts of the Russia-Ukraine conflict on the global food market under the new situation,especially analyzing the limited direct impact,controllable indirect impact and the long-term warning to the food security of our country.So in order to ensure China’s food security under the new situation,we should construct a stable and reliable grain supply system in China,and improve the policy strategy,resource integration,risk early-warning,and response mechanism for the stability of overseas grain sources.Also,we should further improve the self-sufficient capacity of food production,construct an overseas food source basement,deal with the key relationship of the short-term adjustment,long-term strategy,self-oriented,and opening wider to the outside world,scientific and technological innovation and strengthening institutional guidance,and so on.
