摘要
职业教育治理主要通过组织机制、制度机制和观念机制的运行发挥统整政府、行业、企业、职业院校等主体之间利益关系的作用,三种机制相互依存、彼此影响,共同制约职业教育治理行为。当前,职业教育治理的组织机制、制度机制和观念机制都面临着一系列挑战,如何协调科层关系和市场关系、如何整合正式制度与非正式制度、如何提高社会认可度形成共享观念等是急需回应的问题。展望未来,在组织机制上应调整政府对职业院校的领导方式、厘清教育行政部门和行业主管部门的职责、提高企业和职业院校参与产教融合的积极性;在制度机制上应完善正式制度的制定和执行机制、明确正式制度与非正式制度的边界、正视非正式制度的积极作用并削弱其消极作用;在观念机制上应根据人口结构变动和产业结构转型发展调整专业设置、建立并践行职业教育治理共享观念。
Vocational education governance mainly plays a role in unifying the interest relations between the government, industries, enterprises, vocational colleges and other subjects through the operation of organizational mechanisms, institutional mechanisms and conceptual mechanisms. Three mechanisms are interdependent and interact, jointly restrict the governance behavior of vocational education. Currently, the organizational mechanism,institutional mechanism and conceptual mechanism of vocational education governance are facing a series of challenges, how to coordinate the relationship between the section and the market, how to integrate the formal system and the informal system, how to improve the social recognition and form a shared concept, etc. These are all issues need to be urgently responded to. Looking ahead, in terms of organizational mechanism, we should adjust the government’s leadership style for vocational colleges, clarify the responsibilities of education administrative departments and industry authorities, improve the enthusiasm of enterprises and vocational colleges to participate in the integration of industry and education;in terms of institutional mechanisms, the formulation and implementation mechanisms of formal systems should be improved, the boundaries between formal and informal systems should be clarified, and the positive role of informal systems should be faced squarely and their negative roles weakened;in terms of concept and mechanism, the professional settings should be adjusted according to the changes in population structure and the transformation and development of industrial structure, and the concept of sharing vocational education governance should be established.
