我国体教融合政策协同度量化分析——基于1993—2022年出台的34份体教融合政策文本

摘要 采用政策协同计量模型及内容分析法对我国1993—2022年间出台的34份体教融合政策文本进行量化分析,以探究我国体教融合政策在力度、目标及措施3个维度间的协同度。结果发现,我国体教融合政策的文本数量与总效力呈稳步增长趋势,但其协同度在2006—2018年间曾明显下降;政策措施与各政策目标间协同度最高的是行政措施,而人事措施与各目标间的协同度有待加强;各措施与各目标协同度之间存在较为明显的差异,其中的服务和创新两项政策目标与政策措施之间的协同度有待加强。在此基础上,提出我国体教融合政策制定需加大力度,明确政策制定的目标,加大人事措施与金融措施的使用力度,加强各项目标与政策措施之间的协同度。 A quantitative analysis was carried out on 34 national sports-education integration policy from 1993 to 2022 in China by using the policy coordinating measurement model and content analysis method, in order to explore the degree of coordination of sports-education integration policy among the three dimensions of strength, objectives and measures. It is found that the number and total effectiveness of sports-education integration policy in China have shown a trend of steady growth, but the degree of coordination has declined significantly from 2006 to 2018. The highest degree of coordination between policy measures and various policy objectives are administrative measures, and the coordination between personnel measures and various objectives needs to be strengthened. There are obvious differences in the degree of coordination between measures and objectives. Among them, the degree of coordination between the objectives and measures of service policy and innovation policy needs to be strengthened. On this basis, it is proposed that more efforts should be made to make sports-education integration policy in China, the objectives of policy making should be clarified, the use of personnel measures and financial measures should be enhanced, and the degree of coordination among objectives and policy measures should be improved.
