摘要
终身学习被党和国家寄予了重要期望,进入了变革的历史机遇期,地方高校应有新使命、新定位。破解地方高校高质量融入区域服务全民终身学习教育体系的职能弱化、动力不足、惯习难改、供需不匹配等制约因素,打破边缘身份难以整合资源、渠道不畅阻碍知识流动、思维定式无法提质增速等发展壁垒,需要从主动融入的价值定位、深度融入的现实逻辑、高质量融入的路径探析等三个维度着手,坚持“人民至上”的价值理念、重视“超越传统”的顶层设计、构建服务全民的“3D生态系统”、探索“关系联结”的激励机制、强化“数字赋能”的改革形态、提升高校的终身学习治理能力,高质量促进全体人民全面发展。
Lifelong learning, underscored by the CPC, has entered a period of historical opportunities for change that calls for new missions and new orientations of local colleges and universities for high-quality integration into the regional lifelong learning education system. For that purpose, this paper reviewed such issues and problems as weakened functions, insufficient motivation, stubborn practice, and supply and demand mismatch, marginalized identity for resources integration, blogged flow of knowledge, and backward mentalities. To address these problems, it recommended that three dimensions need to be emphasized: the value orientation of active integration, the practical logic of in-depth integration, and the path analysis of high-quality integration. It stressed that the multidimensional integration requires adherence to the people-centered value concept, to the top-level design of transcending tradition, and a 3D ecosystem serving the whole people, to explore the incentive mechanism of “relationship connection”, strengthen the reform modality of digital empowerment, improve the lifelong learning governance of colleges and universities, and advance the all-round high quality development of the general public.
