摘要
水环境质量监测数据是客观评价水质状况、反映水污染防治成效、实施水环境管理与决策的基本依据。提高水环境监测数据质量,是建立科学制定水生态环境治理政策的重要前提,是实现生态环境治理体系和治理能力现代化的内在需要,也是深入打好碧水保卫战、提高政府公信力、维护公众环境权益的有力保障。然而,目前新疆水环境质量监测工作尚存在许多亟待完善的问题,监测数据失真现象时有发生,导致监测结果难以客观真实反映新疆水环境质量实际状况。为了加强水环境质量监测的监督管理,本文分析了新疆水环境质量监测工作存在的问题以及开展水质手工监测质量核查工作的必要性,并对如何开展水质手工监测质量核查进行了深入探讨。
Water environment quality monitoring data is the basis for objectively evaluating water quality status,reflecting water pollution prevention effect,implementing water environment management and decision-making.Improving the quality of water environment monitoring data is an important premise for establishing water ecological environment management policy,the internal need of modernized ecological environment management system and governance ability.Improving the quality of water environment monitoring data also is a powerful guarantee for deepening clear water protection,improving government credibility and safeguarding public environmental rights and interests.However,at present,there are still many problems to be improved in the manual monitoring of water environment quality in our district.The distortion of monitoring data occurs from time to time,which makes it difficult to objectively and truly reflect the actual situation of water environment quality in our district.In order to strengthen the supervision and management of water environment quality monitoring,this paper analyzes the problems existing in water environment quality monitoring in Xinjiang and the necessity of carrying out water quality monitoring quality verification,and discusses how to carry out water quality monitoring quality verification.
