融通创新视角下央地联动共破“卡脖子”技术问题的理论框架与长效机制 被引量:9

Theoretical Framework and Long-term Mechanism of Central and Local Government Joint Efforts to Solve “Neck Jamming” Technology Problems from the Perspective of Co-innovation

摘要 当前“卡脖子”技术已成为影响我国企业生存、产业长期自主发展亟待解决的问题,举国体制下“中央—地方”联动构建“卡脖子”技术创新生态体系与长效机制,是破解我国关键核心技术“卡脖子”问题的有效途径。通过剖析央地两级政府联动破解“卡脖子”技术问题的路径与内部机理,可构建嵌套交互的战略性“卡脖子”与一般性“卡脖子”技术创新生态体系,厘清人才、资金、信息数据等要素在跨体系、跨主体间的流通机制。融通创新有利于充分发挥企业的创新主体地位作用,促进企业创新转型和中小企业创新能力提升。构建本地联动创新生态体系与长效机制的研究,为共破“卡脖子技术”指导我国企业技术创新政府政策制定提供了理论与实践基础。 The “neck jamming” problem of key and core technology has become an urgent problem to be solved that affects the survival of Chinese enterprises and the long-term independent development of the industry.The establishment of a “neck jamming” problem of key and core technology innovation ecosystem and long-term mechanism through the “central-local” linkage under the national system is an effective way to solve the “neck jamming” problem of key and core technology.By analyzing the path and internal mechanism of the central and local governments to solve the “neck jamming” problem of key and core technology, this paper constructs a technological innovation ecosystem that nests and interacts the strategic and general “neck jamming” problem of key and core technology.We also clarify the cross-system and cross-subject circulation mechanism of talents, funds, information data and other elements.Finally, from the perspective of the linkage between the central and local governments, we propose the theoretical framework of strategic “neck jamming” problem and general “neck jamming” problem technology innovation ecosystems, as well as the path and long-term mechanism for solving current and future “neck jamming” technical problems.
