摘要
对广东省佛山市企业突发环境事件应急预案管理现状进行分析,论述了环境应急预案管理制度在执行中存在环境风险物质识别不全、风险物质临界量计算错误、备案积极性低、预案编制格式不规范、文本要素不全、预案针对性不强、可读性较差、风险防控及管理措施不到位等问题,并有针对性地提出了相关对策建议,以期更好地推进环境应急预案制度的实施与监管。
Taking the environmental emergency plan management in Foshan City of Guangdong Province as an example,this paper discusses in detail the problems existing in the implementation of the environmental emergency plan management system,such as incomplete identification of environmental risk substances,wrong calculation of critical quantity of risk substances,low enthusiasm for filing,nonstandard preparation format,incomplete text elements,weak pertinence of the plan,poor readability,inadequate risk prevention and control and management measures,and puts forward relevant countermeasures and suggestions,in order to better promote the implementation and supervision of the environmental emergency plan system.
