新时代教材治理现代化的十年探索:基本逻辑、实践路径和未来走向 被引量:8

摘要 教材治理现代化是教材管理追求的根本目标。总结新时代十年我国推进教材治理体系现代化的历史成就和经验,对高位把握教材治理的现代化走向具有十分重要的价值。一方面,把牢了新时代教材治理现代化的根本逻辑,即全面落实教材建设国家事权,回答了为谁治理的问题;抓好了中国特色教材体系建设,回答了治理什么的问题;系统构建了教材管理制度体系,回答了如何治理的问题。另一方面,创新了教材治理现代化的实践路径,即统筹管理,强化国家教材工作体系;分类管理,细化国家教材制度体系;整合管理,深化国家教材保障体系。展望教材治理现代化的未来走向,要以更新观念为先导,构建教材治理的善治格局;要以规范制度为支撑,构建教材治理的共治格局;要以创新机制为手段,构建教材治理的法治格局。 Teaching material governance modernization is the fundamental goal of teaching material management.In the past decade,we have firmly grasped the basic logic of the modernization in the new era which is fully implementing the state’s power in teaching material construction,answering the question of for whom to govern.We have done a good job in the construction of teaching material system with Chinese characteristics,answering the question of what to govern.We have systematically constructed teaching material management system,answering the question of how to manage.Besides,we have innovated the practice path of the modernization,which is overall management and strengthening the national system,categorizing and refining the national system,and coordinating and deepening the national guarantee system.Looking forward to the prospect,we should update ideas and construct a good governance pattern of teaching material governance,construct a co-governance pattern with the support of norms,and innovate mechanism and construct a rule of law pattern of teaching material governance.
