国家智慧教育平台赋能区域教育数字化转型的四重机制 被引量:54

摘要 教育数字化是教育现代化的基本内涵与显著特征,推进教育数字化是当前我国教育发展的战略选择。国家智慧教育公共服务平台是实施教育数字化战略行动取得的阶段性成果,也是构建我国数字教育生态的重要基座。该文梳理了国家智慧教育平台的发展历程,剖析了其具有基础服务、公共服务、智能服务等互联网平台型生态的基本特性,针对国家平台如何赋能区域教育数字化发展,构建了“资源赋能、数据赋能、连接赋能、技术赋能”四重赋能模型,分析了其运行机理,并在平台建设、数字资源创生、数字化能力培育、应用创新、管理者角色转换、安全保障等方面提出了发展对策,以促进国家平台与区域教育数字化的协同发展,实现“平台共用、资源共建、生态共治、价值共创”的数字教育生态。 Digitalization of education is the basic connotation and distinctive feature of education modernization,and promoting the digitalization of education is the basic national policy of current education development.The national smart education public service platform is a milestone achievement in the implementation of the education digitalization strategy,and it is also a significant foundation for China to build a digital education ecology.The article reviews the development process of the national smart education platform,analyzes its basic characteristics of Internet platform-based ecology such as basic services,public services,and intelligent services.Aiming at how the national platform can empower the digital development of regional education,this paper constructs a four-fold empowerment model of‘resource empowerment,data empowerment,connection empowerment,and technology empowerment’,and analyzes its operation mechanism.In view of the future development,the article puts forward the countermeasures in the aspects of platform construction,digital resource creation,digital ability cultivation,application innovation,manager role transformation and security guarantee,so as to promote the coordinated development of national platform and regional education digitization,and realize the digital education ecology of“platform sharing,resource co-construction,ecological cogovernance and value co-creation.”
