摘要
在全面深化改革背景下,提高改革攻坚能力成为新时代干部队伍建设的重要命题。鉴于年龄是影响干部政治晋升机会的关键因素,以初任年龄的限制效应作为理解干部改革创新的视角,基于对2012—2019年全国31省份174位主要党政领导干部的研究,发现初任年龄对干部的改革创新绩效有显著限制效应;由人力资本决定的干部内在效能感是初任年龄发挥限制效应的重要路径;任职时间则是调节初任年龄和改革创新绩效关系的关键变量。基于进取心理论,科学验证了初任年龄对干部改革创新绩效的限制效应,深刻解析其实现路径与调节情境,有力证明新时代大力培养选拔优秀年轻干部的重要性与必要性。
Under the background of comprehensive reform,improving cadres’ reform ability has become an important proposition. Since age is a key factor affecting the cadres’ promotion opportunities,this study takes the restrictive effect of the age of first appointment as a perspective to understand cadre reform and innovation.Based on a study of 174 leading party and government cadres in 31 provinces across the country from 2012 to2019,it is found that the age of the first appointment has a significant limiting effect on the reform and innovation performance of cadres. The internal efficacy of cadres determined by human capital is an important path for the limiting effect of the age of the first appointment. The tenure time is the key variable to adjust the relationship between the age of first appointment and reform and innovation performance. Based on the ambition theory,this study scientifically verified the restrictive effect of the age of first appointment on the performance of cadres’ reform and innovation,deeply analyzed its realization path and adjustment situation,and strongly proved the importance and necessity of vigorously cultivating and selecting outstanding young cadres in the new era.
