摘要
针对我国创新体系呈现的低效能问题,该文通过剖析我国国家创新体系与国家战略科技力量之间的联系,阐释了国家战略科技力量,尤其是国家实验室在国家创新体系效能提升中的重要作用;分析了国家实验室在高效能国家创新体系建设中的作用;提出了在高效能国家创新体系建设中国家实验室的重要定位和主要功能,以期为我国打造高能级国家实验室、提升国家创新体系效能、实现高水平科技自立自强提供理论支撑。
In view of the inefficiency of China’s innovation system,this paper analyzes the connection between China’s national innovation system and national strategic scientific and technological strength,and explains the national strategic scientific and technological strength,especially the important role of national laboratories in improving the efficiency of the national innovation system.This paper analyzes role of national laboratories in the construction of high-performance national innovation system,and puts forward the important positioning and main functions of national laboratories in the construction of high-performance national innovation system were proposed.In order to provide theoretical support for China to build a high-level national laboratory,improve the efficiency of the national innovation system,and achieve high-level scientific and technological self-reliance.
