摘要
志愿者参与救灾能够补给灾民的多元需求,而协作机制的构建和完善是提升救灾效率的关键。本文基于救灾志愿者组织内部“组织者、核心志愿者、外围志愿者”的同心圆模式,运用扎根理论的案例研究范式,将卓明灾害信息服务中心参与2021年河南郑州“7·20”特大暴雨救灾事件作为案例,提取以“动力-能力-规范”为主导的内部协作要素,以“信任-组织者-资源”为支撑的外部协作要素,构建了以协作角色、协作目标、协作载体、协作特征、协作方式、协作能力、协作动力、权力关系、协作规范为着力点的协作机制分析框架。经过分析发现其现有协作机制中存在动力状态不稳定,能力任务不匹配,紧急规范待完善等问题,并提出了相关对策建议,以期提高救灾志愿者组织行动效率,达到一定救灾效果。
Volunteer organizations can supply the diverse needs of the victims,and the construction and improvement of the cooperation mechanism is the key to improve the efficiency of disaster relief.Based on the concentric circle pattern of“organizer,core volunteer and peripheral volunteer”within the disaster relief volunteer organization,using the case study method based on the grounded theory,taking Zhuoming disaster information service center’s participation in the“7.20”torrential rain disaster relief event in Zhengzhou,Henan Province in 2021 as a case study,we extract internal cooperation elements led by“motivation-competence-regulation”and external cooperation elements supported by“trust-organizer-resources”.This paper constructs an analysis framework of collaboration mechanism focusing on collaboration roles,collaboration goals,collaboration vehicles,collaboration characteristics,collaboration methods,collaboration capabilities,collaboration dynamics,power relations and collaboration norms.The analysis finds that there are many problems in the existing cooperation mechanism,such as unstable and complicated dynamic state,mismatch of capabilities and tasks,and emergency norms to be improved.And we put forward relevant countermeasures and suggestions in order to improve the efficiency of disaster relief volunteer organization and achieve a certain disaster relief effect.
