摘要 煤矿事故频发,造成了较大人员伤亡和财产损失,为了提高煤矿企业应对突发事件的能力,需要对企业的应急能力进行综合评估。鉴于目前使用模糊数学进行应急能力综合评价的文章较少且综合评价指标体系的建立和权重的选取过于依赖模型和专家的意见,文章统计了2017—2021年我国煤矿发生的833起事故,分析较大以上事故产生的原因,以此为基础建立14个二级评价因素、5个一级评价因素,以不同原因出现的频数为基础得到评价因素的权重。通过建立一级、二级模糊评价模型进行模糊综合评价,得出结论:被评价煤矿企业的应急能力为Ⅱ级,说明该企业总体应急能力较强,但应急预防和应急监测评价等级为Ⅲ级,说明该企业的应急预防和应急监测还存在很多不足。评价结果为企业制定针对性的安全管理措施提供有效依据。 Coal mine accidents occur frequently,resulting in large casualties and property losses.In order to improve the ability of coal mine enterprises to deal with emergencies and improve the emergency response ability of coal mine enterprises,it is necessary to comprehensively evaluate the emergency response ability of enterprises.In view of the fact that there are few articles using fuzzy mathematics for comprehensive evaluation of emergency response capability and that the establishment of comprehensive evaluation index system and the selection of weights are too dependent on models and experts'opinions,the article counts 833 accidents that occurred in coal mines in China from 2017 to 2021,analyzes the causes of the above-mentioned accidents,and establishes 14 secondary evaluation factors and 5 primary evaluation factors based on them in turn,Based on the frequency of occurrence of different reasons,the weight of evaluation factors is obtained.Through the establishment of level-1 and level-2 fuzzy evaluation models for fuzzy comprehensive evaluation,it is concluded that the emergency capacity of the evaluated coal mine enterprise is level II,indicating that the overall emergency capacity of the enterprise is strong,but the evaluation level of emergency prevention and emergency monitoring is level III,indicating that there are still many deficiencies in the enterprise's emergency prevention and emergency monitoring,The evaluation results provide an effective basis for enterprises to formulate targeted safety management measures.
