摘要
环评技术评估以某特定的预测手段为支撑,识别并分析项目推进期间存在的各类不确定性因素,同时考虑周边环境的变化特征,从而得出客观的、完善的评估结论,为项目建设工作的开展提供引导,改善环境保护效果。现阶段,我国环评技术评估效果较之以往有显著的提升,但尚有诸多有待解决的问题,如何有效提高实效性仍值得业内人士深入探索。鉴于此,该文重点围绕提高环评技术评估实效性的具体策略展开探讨,包含常见方法、主要问题及其对应措施等方面,以供参考。
The EIA technical assessment is supported by a specific prediction method, identifying and analyzing various uncertain factors existing during the project promotion period, and considering the change characteristics of the surrounding environment, so as to draw an objective and perfect assessment conclusion, provide guidance for the project construction and improve the environmental protection effect. At present, the technical assessment effect of EIA has been improved significantly compared with the past, but there are still many problems to be solved, and how to effectively improve the effectiveness of the industry is worth further exploration. In view of this, this paper focuses on the specific strategies to improve the effectiveness of EIA technical assessment, including common methods, main problems and corresponding measures for reference.
