摘要 在中国进入新发展阶段、开启第二个百年奋斗目标之际,坚持节能减排、推动绿色低碳发展、优化区域生态环境已上升为国家意志和全民共识。为此,中国始终努力从理论和行动上为推动全球生态环境的改善贡献自身力量。“双碳”战略下,中国要全力推进三大产业中重点领域的绿色低碳转型,着力消除产业结构、能源结构和生态文明建设制度体系等方面的主要障碍,重点通过强化区域节能降碳合作、加强从源头到生产再到消费的全程节能减碳、完善加快实现“双碳”目标的软硬基础设施建设等措施推进中国区域生态环境优化进程。 As China enters a new development stage and charts the course to realize the Second Centenary Goal of building a great modern socialist country in all respects,it has become the will of the people and the expectations and consensus of the whole of society to persist in energy conservation and emission reduction,promoting green and low-carbon development,and optimizing the regional ecological environment.For this purpose,China has always made efforts to contribute to the improvement of the global ecological environment in theory and action.To achieve carbon peaking and carbon neutrality goals,China should fully promote the green and low-carbon transformation in the key areas of the three major industries,and strive to eliminate the main obstacles in the industrial structure,energy structure and ecological civilization construction system.To promote the process of China s regional ecological environment optimization,China should also focus on strengthening regional cooperation in energy conservation and carbon reduction,strengthening the whole process of energy conservation and carbon reduction from source to production to consumption,and improving the construction of“soft”and“hard”infrastructure to accelerate the realization of carbon peaking and carbon neutrality goals.
