摘要
长三角城市结对合作帮扶有利于整合区域内部资源,创新共同富裕新模式,推动长三角一体化高质量发展。基于引力模型和城市生态位理论,探讨长三角“一对一”结对合作帮扶模式战略,发现结对城市间的经济联系力得到显著增强。而产业帮扶战略需要皖北各市立足于自身优势,在调整和拓展生态位的过程中实现错位发展和有效分工。此外,即使长三角结对城市间的合作有基础、资源配置有空间、产业优势有互补,也存在“造血功能”不强、帮扶根基不稳、发展环境差异较大等问题。为进一步优化长三角城市结对合作帮扶,需要以产业共生为抓手,增强结对合作帮扶动力;以园区共建为载体,夯实结对合作帮扶根基;以管理共进为支撑,改进结对合作帮扶水平;以环境共有为保障,提高结对合作帮扶成效。
The urban pairing cooperation assistance in the Yangtze River Delta is conducive to integrating regional internal resources,to creating new model of common prosperity,and promoting the integrated and high-quality development of the Yangtze River Delta.Based on the analysis of gravity model and urban ecological niche theory,this paper demonstrates that the strategy of“one-to-one”pair cooperation assistance mode can significantly enhance the economic connection between cities.The industrial assistance strategy requires each city in northern Anhui to base on its own advantages to realize dislocation development and effective division of labor in the process of adjusting and expanding ecological niche.The pairing of cities has the basis for cooperation,space for resource allocation and complementary industrial advantages,but there are also problems such as weak hematopoietic function,unstable foundation of assistance and large differences in development environment.For further optimization of pairing cooperation assistance in this area,we therefore must help improve the motivation for such assistance starting from establishing the industrial symbiosis;with the joint construction of the park zone as the carrier,we must consolidate the foundation of pairing cooperation assistance;we must improve the level of pairing cooperation assistance with the support of common progress of management;we must enhance the effectiveness of pairing cooperation assistance with the guarantee of shared environment.
