摘要
水生态文明建设与新型城镇化的协调发展是淮河流域可持续发展的基础保障。文章利用2006—2020年淮河生态经济带25个地级市的面板数据,对其新型城镇化和水生态文明建设的综合发展水平进行测算,并结合面板向量自回归模型分析两系统间的互动发展效应。研究发现:淮河生态经济带新型城镇化与水生态文明建设综合发展水平整体呈现稳健上升态势,其中水生态文明建设的区域异质性更明显;两个系统之间互有正向影响且均存在短期惯性特征,其中新型城镇化对水生态文明建设的贡献程度更大。据此提出,淮河生态经济带要不断提高城镇化进程与水生态文明建设的关联性,加强地区间经济互联互通和水生态文明协同建设,积极培育区域发展新动能新业态,更多依靠创新驱动、分类建设新型城镇化等政策建议。
The coordinated development of water ecological civilization construction and new urbanization is the basis and guarantee of regional sustainable development.The panel data of 25 cities in 4 provinces of Huaihe river economic belt from 2006 to 2020 were used to measure the comprehensive development level of new urbanization and water ecological civilization construction,and the interactive development effects between the two systems were analyzed with PVAR model.This study showed that the overall comprehensive development level of new urbanization and water ecological civilization construction in the Huaihe river economic belt is steadily rising,with the regional heterogeneity of water ecological civilization construction more obvious;the two systems have a positive impact on each other and both have short-term inertia characteristics,as the new urbanization play a more important role than that of the water ecological civilization construction.Based on the results above,some measure-ups were proposed,including enhancing the correlation between the new urbanization and water ecological civilization construction,enhancing the co-instruction of the water ecological civilization construction and the economic relation,and the new driving power and new industrial performance should be fostered,and as meanwhile,the new urbanization should be more driven by creation and technology and be constructed in order and in classification along the Huaihe river economic belt.
