摘要
实现碳达峰、碳中和,是党中央统筹国内国际两个大局作出的重大战略决策,是构建人类命运共同体的庄严承诺,在此背景下,需开展水风光一体化建设,推动清洁能源高质量发展。分析“双碳”背景下黄河干流调节能力较强的宁木特、茨哈峡、龙羊峡、刘家峡、黑山峡、碛口、古贤、小浪底水电站典型年出力特性,开展其周边风能资源、光能资源出力特性研究,为水风光一体化开发提供支撑,为推动太阳能、风能、水能高效转化奠定基础。研究表明:茨哈峡、龙羊峡、刘家峡、古贤、碛口、小浪底水电站年内丰枯出力比较小,宁木特、黑山峡水电站年内丰枯出力比较大;研究区域内风电年内出力高峰发生在冬季、春季或夏季,不同电站周边区域日内出力高峰发生时间不尽相同,出力系数峰值为0.5左右,风电全年平均出力系数为0.30~0.48,保证率为31%~45%;光伏电站出力系数春夏季较大、秋冬季较小,昼夜出力变化较大,多数在每日13:00~14:00出力达到峰值,出力系数峰值为0.70~0.79,光伏电站全年平均出力系数为0.23左右,保证率为36%左右。
To achieve carbon peak and carbon neutralization is a major strategic decision made by the CPC Central Committee to coordinate the domestic and international situations,and a solemn commitment to build a community with a shared future for mankind.In this context,it is necessary to build the integration of hydropower⁃wind⁃solar to promote the high⁃quality development of clean energy.This study analyzed the typical annual output characteristics of Ningmute,Cihaxia,Longyangxia,Liujiaxia,Heishanxia,Qikou,Guxian and Xiaolangdi hydro⁃power stations with strong regulation capacity of the main stream of the Yellow River under the background of“dual carbon”,and conducted research on the output characteristics of wind energy resources and solar energy resources around them,so as to provide support for the inte⁃gration of hydropower⁃wind⁃solar,and lay a foundation for promoting the efficient transformation of solar energy,wind energy and water ener⁃gy.The research shows that:the annual output of Cihaxia,Longyangxia,Liujiaxia,Guxian,Qikou and Xiaolangdi hydropower stations is rel⁃atively small,while the annual output of Ningmute and Heishanxia hydropower stations is relatively large.The annual peak output of wind power in the study area occurs in winter,spring or summer.The daily peak output time is different in the surrounding areas of different power stations.The peak output coefficient is about 0.5.The annual average output coefficient of wind power is 0.30-0.48,with a guarantee rate of 31%-45%;The output coefficient of photovoltaic power station is larger in spring and summer,smaller in autumn and winter,and the output varies greatly day and night.The output reaches the peak value from 1 to 2 p.m,and the peak value of output coefficient is 0.70-0.79.The annual average output coefficient of photovoltaic power station is about 0.23,and the guarantee rate is about 36%.
