摘要
为明确进境原羊毛加工过程中产生的不同类型下脚料的检疫性风险,本文结合羊毛加工工艺和后续处置方式,对不同类型下脚料开展风险分析,并进一步对高风险下脚料探索针对性检疫处理方法。风险分析结果表明原毛包装袋和锡林毛为高风险下脚料,综合考虑其处理的有效性和安全性,以及环保和现场可操作性,对原毛包装袋可采用消毒方法,对锡林毛可采用焚烧、发酵、高温热处理等方法,以降低进境原羊毛指定加工过程中动植物疫病疫情传播扩散风险,为企业安全生产和口岸监管提供技术参考。
In order to clarify the quarantine risk of different waste materials produced during the processing of imported raw wool,this paper analyzed the quarantine risk of different types of waste materials in combination with wool processing technology and subsequent disposal methods,and further explored targeted quarantine treatment methods for high-risk waste materials.The results of risk analysis showed that the raw wool packaging bags and cylinder wool were high-risk waste materials.Comprehensive consideration of treatment effectiveness,safety,environmental protection and site operability,disinfection method can be used for the raw wool packaging bags,and incineration,fermentation,high temperature heat treatment methods can be used for cylinder wool,to lower the risk of the spread of animal and plant diseases and pests during the designated processing of imported raw wool and provided technical reference for enterprise safety production and port supervision.
