摘要
非洲当前面临的严重的人才短缺问题,是非洲人才培养能力不足和人才流失严重等因素所致。中国长期致力于帮助非洲国家培养人才,尤其是中非合作论坛建立以来,通过人力资源开发合作、教育合作与中资企业培训等方式,已为非洲国家培养了大量高素质人才。中国在帮助非洲人才培养中始终遵循充分满足非洲国家所需、着力提升非洲能力建设水平和注重成果落实与合作成效的原则。中国帮助非洲国家培养人才有助于推动中非关系全面快速发展,提升中国在非洲的国家形象,帮助非洲国家提高国家治理水平,最终实现自主可持续发展。
The current serious talent shortage in Africa is caused by many factors,such as the insufficient capacity in talent cultivation and serious brain drain.China has long been committed to helping African countries to cultivate talents.In particular,since the establishment of the Forum on China-Africa Cooperation,China has cultivated a large number of high quality talents for Africa through human resources development cooperation,education cooperation and Chinese enterprises’vocational training.In the process of cultivating talents for African countries,China has always followed the principles of fully meeting the needs of African countries,focusing on capacity building in Africa,and focusing on solid implementation and cooperative effectiveness.China’s assistance in cultivating talents in African countries will help promote the comprehensive and rapid development of China-Africa relations,enhance China’s national image in Africa,help African countries improve their national governance and ultimately achieve independent and sustainable development.
