摘要
相对于农业的生产环节,农产品收获期内易受灾害性天气影响,针对这一现实问题,建立了灾害天气影响下由公司与农户组成的两级订单农业供应链决策模型,设计了一种基于天气指数保险的风险转移机制,来转移农业生产过程中的天气风险.研究发现,在所设计的风险转移机制下,当收获期内天气风险溢价为负值时,公司与农户双方均能实现绩效改进但不能达到供应链系统最优;当收获期内天气风险溢价为正值时,公司与农户双方各自绩效改进的同时还能实现供应链系统整体绩效的改进.由此,公司可采取提供保险补贴的方式来引导农户购买天气指数保险以外化灾害性天气风险,进而保障订单农业供应链系统的稳健运行.最后,在拓展模型中对比分析了财政补贴政策对于公司与农户绩效的影响.
Compared with the agricultural production process,agricultural products during the harvest periods are more sensitive to disastrous weathers.To address this practical problem,this paper established a two-stage contract farming supply chain decision model,consisting of a company and a farmer under the influence of disastrous weather.Furthermore,an insurance contract mechanism based on weather index insurance is designed,and the changes of both the company’s and farmer’s performance before and after implementation of risk transfer mechanism are analyzed.The results show that under the designed risk transfer mechanism,the performances of the company and the farmer are different under different weather conditions,but their performance can be improved compared with before the implementation of the risk transfer mechanism.Therefore,the company can adopt the method of providing insurance subsidies to guide the farmer to purchase weather index insurance to ensure the steady operation of the contract farming supply chain.Finally,the paper compared and analyzed the effect of fiscal subsidy policy on the performance of both the company and the farmer in the extended model.
