摘要
本文采用混合研究的方法对流动党组织促进流动人口参与社区治理的效应及作用机制进行了分析。基于个案调查的研究发现,流动党组织可以通过组织化形式有效促进流动人口的社区参与。流动党组织可以有效组织动员流动人口参与社区治理的原因,一方面在于流动党组织通过亲缘乡缘网络机制、支部对党组织成员的约束和吸纳机制,以及服务资源的整合链接机制实现组织性嵌入;另一方面在于流动人口对私人关系、社会报酬、物质报酬、政治报酬和组织认同等因素的考量,构成了其能够被党组织有效动员并成为持续参与社会治理的重要动力。本文通过对全国流动人口动态监测数据的分析,论证了流动党组织可以显著促进流动人口的社区参与水平,且这种促进效应因身份不同存在着差异,党员、社会网络参与度高的流动人口更可能被流动党组织动员参与社区治理。
This paper uses the method of mixed research to analyze the effect and mechanism of immigrants’party organizations in promoting immigrant’participation in community governance.Based on the case study,it is found that immigrants’party organizations can effectively promote the community participation of immigrants by organizing them.The reason why mobile party organizations can effectively mobilize immigrants to participate in community governance is, on the one hand, that immigrants’party organizations achieve organizational embeddedness through the affinity network mechanism, the branch's constraint and absorption mechanism for party organization members, and the integration and link mechanism of service resources. On the other hand, migrantshave different considerations such as private relations, social rewards, material rewards, political rewards, and organizational identity, which constitutes an important driving force for their being effectively mobilized and continuously participating in communitygovernance. At the same time, through the analysis of China Migrants Dynamic Survey data, this paper demonstrates that immigrants’party organizations can significantly promote the community participation level of immigrants, and there is a significantgroup difference in this promotion effect. Migrants with party membership and of high participation in social networks are more likely to be mobilized to participate in community governance activities.
