摘要
高层次人才集聚程度是影响新型研发机构高质量发展的重要因素。与传统研发机构相比,我国新型研发机构具有人才引培集群性、人才机制弹性化和人才创新市场化等特点,但也存在高层次人才竞争压力大、与市场化要求具有一定距离、没有稳定的创新人才导入机制以及高层次人才集聚的规模效益、多元化机构属性设置逐渐暴露弊端等问题。借鉴德国四大科学联合会人才引育的经验,并结合我国新型研发机构高质量发展的要求,从构建“科学家+企业家”联动合作模式、构建科学合理的评估指标和监管机制、构建“荣誉+长聘”的师资建设发展模式、建立与创新绩效相结合的收入分配机制和精准定位新型研发机构的突出优势等方面提出对策建议。
The degree of high-level talents gathering is an important factor affecting the high-quality development of new R&D institutions. Compared with traditional R&D institutions, the new R&D institutions have the characteristics of talent recruitment and cultivation cluster, talent mechanism flexibility, and talent innovation marketization. However, there are also problems such as high competition pressure for high-level talents, distance from market requirements, no stable introduction mechanism for innovative talents, scale benefits of high-level talent gathering, and the gradual exposure of disadvantages in the setting of diversified institutional attributes. It draws on the experiences of the four major German scientific federations in talent recruitment and cultivation, and combines with the high-quality development requirements of the new R&D institutions. It puts forward countermeasures and suggestions from the aspects of establishment of a “scientist + entrepreneur” joint cooperation model, construction of scientific and reasonable evaluation indicators and supervision mechanisms, establishment of “honor + long-term employment” teacher construction and development model, establishment of an income distribution mechanism combined with innovation performance, and precise positioning of outstanding advantages of new R&D institutions etc.
