摘要
党的十八大以来所出现的高强度“政治势能”给边疆治理及其现代化推进以强烈的影响,从而昭示边疆治理现代化进入新的历史阶段。关注边疆的“政治势能”是一个重要的视角。关注性政治势能是因边疆治理中的关注力改变而形成的势能,价值性政治势能是因边疆治理中的目标追求改变而形成的势能,一元化政治势能是因领导体制变化而形成的势能,机制性政治势能是因机制运作效能提升而形成的势能。大体上讲,关注性政治势能和价值性政治势能偏重于边疆治理的决策和政策效果评估,但对边疆治理过程的其他环节也有深刻影响。而机制性政治势能和一元化政治势能偏重于边疆治理的决策执行,但对边疆治理过程的其他环节也有深刻影响。因此,“政治势能”贯穿于边疆治理的全程,并对边疆治理形成全方位的影响。“政治势能”的构造成为边疆的一种中国特色治理模式,是中国当代边疆治理的“治理密码”。
Since the 18th National Congress of the Communist Party of China,the high-intensity"political potentiality"term has had a strong impact on the border governance and its modernization,which indicates that the modernization of border governance has come a new historical stage.To focus on the concept is an important perspective.The potentiality formed is out of the focus in border governance,the change of goal pursuit,the change of leadership system,and the improvement of mechanism operation efficiency.Generally speaking,the political potentiality concerning focus and value weighs on the decision-making and policy effect evaluation,but also has a profound impact on other links in the process of border governance.The potentiality concerning institution and centralization weighs on the implementation of border governance,but also has a profound impact on other links in the process.Therefore,political potentiality runs through the whole process and has an all-round impact on border governance.The construction of political potentiality has become a border governance model with Chinese characteristics,and is the"governance code"of China's contemporary border governance.
