摘要
中国特色国家实验室体系是国家创新体系的重要组成部分,是始终坚持“四个面向”要求的国家战略科技力量。首先从建设目标、构成主体、推进理念、攻关机制四个维度阐述了中国特色国家实验室体系的鲜明特征。然后从结构布局、创新能力和体制机制三个方面探讨了当前中国特色国家实验室体系的建设基础,并简要阐述了当前面临的困难挑战。最后提出要推动体系内部优化重组、主导政产学研深度合作、探索形成基于自身优势的建设运行模式的发展路径。
The National Laboratory System with Chinese characteristics is an important part of the National Innovation System and a national strategic scientific and technological force that always adheres to the requirements of“four orientations”.Firstly,the distinctive characteristics of the National Laboratory System with Chinese characteristics are expounded from the four dimensions of construction objectives,constituent subjects,promotion ideas and research mechanisms.Then it discusses the construction foundation of the current national laboratory system with Chinese characteristics from three aspects:quantity and scale,innovation ability and institutional mechanism,and briefly expounds the difficulties and challenges faced at present.Finally,it proposes to promote the internal optimization and reorganization of the system,lead the indepth cooperation between government,industry,University and research,and explore the development path of the construction and operation mode based on its own advantages.
