摘要
我国开放大学特别是市、县等基层开放大学的人事制度改革,由于缺乏政策指导且存在管理模式固化、编制资源不足、职称评审难度大、绩效考核制度不完善等问题,整体进度偏慢。当前迫切需要加大政策支持力度,进一步深化基层开放大学在岗位设置、职称评聘、绩效考核和激励等方面改革,探索建立适应开放大学新时代使命任务和发展特点的人事管理制度,积极推进高素质、专业化的管理干部和师资队伍建设,以更好发挥学校在构建区域终身教育体系和建设学习型社会中的功能作用。
The reform of the personnel system in Chinese open universities,especially in cities,counties,and other local open universities,is slow on the whole due to the lack of policy guidance and the management mode solidification,insufficient resources,the work of evaluation and employment of professional title is difficult,the performance appraisal system is imperfect and so on.At present,it is urgent to strengthen policy support,and further deepen reforms in post-setting,professional title evaluation and recruitment,performance evaluation,and incentive of local open universities.It can help to explore the establishment of a personnel management system that adapts to the mission,tasks,and development characteristics of the new era of open universities,and actively promote the construction of high-quality and professional management cadres and teaching staff so that the local open universities can better play the role in the construction of regional lifelong education system and construction of learning society function.
