摘要
随着人口老龄化加剧,社保基金可持续发展面临严峻挑战,将国有资本划转充实养老保险基金相关研究愈加丰富。早期研究主要探讨国有资本股权划转的必要性和合理性,以及划转方式和比例。当前研究广度和深度进一步拓展,研究对象不再局限于股权划转这一要素,而是在综合考虑相关社会经济政策因素的基础上,研究股权的动态划转。未来应加强对股权划转后社会福利效应的研究,同时加强对国有资本和社保基金互动关系的探析,将划转后管理机制的研究从思路建设衍生至体系构建。
With the growing aging of population,the sustainable development of social security fund is faced with challenges,and the research on the transfer of state-owned capital to endowment insurance fund has been increasing The early research is mainly aimed at the necessity and rationality of state-owned capital equity transfer,as well as the transfer mode,and proportion.The breadth and depth of the present research are further extended.The research objects,no longer confined to the factor of the transfer of equity,are on the dynamic transfer of equity based on the comprehensive consideration of relevant social and economic policy factors.In the future,more attention should be paid to the research on the social welfare effect after the equity transfer,and the exploratory analysis of the interaction between state-owned capital and social security fund.The research on the management mechanism after the transfer is derived from the construction of ideas to the construction of the system.
