摘要
在考虑空间外溢性的基础上,从政府维度与市场维度出发,运用2010—2019年我国29个省级的面板数据,构建莫兰指数,同时选取空间杜宾模型进行空间计量分析,考察新一代信息技术产业的空间集聚水平及其影响因素。结果发现:我国新一代信息技术产业具有显著的空间集聚效应,不同地区之间的发展程度存在明显的不均衡现象,其中北京、广东、上海、江苏的产业集聚水平和程度明显高于全国平均水平;新一代信息技术产业集聚具有一定的空间关联性,能够产生一定的空间外溢效应;政府政策、人力资本、创新能力、关联产业以及城镇规模对新一代信息技术产业集聚有助推作用;比起新一代信息技术产业,市场对具有较高收益的金融业、城镇化更具有偏好性,因而对新兴产业发展存在抑制效应。为此,应转变城镇化进程中政府对土地财政的偏好,增加对新一代信息技术产业等新兴产业的财政扶持力度。
Considering the spatial spillover,starting from the government dimension and the market dimension,the Moran's I is constructed by using the panel data of 29 provinces in China from 2010 to 2019;at the same time,the Spatial Dubin Model is used for spatial econometric analysis to investigate the spatial agglomeration level and influencing factors of new generation of information technology industry.The results indicate that the new generation of information technology industry has a significant spatial agglomeration effect.There is an obvious imbalance in the development degree between different regions,among which the level and degree of industrial agglomeration in Beijing,Guangdong,Shanghai and Jiangsu are significantly higher than the national average.The generation of information technology industry cluster has a certain spatial correlation and is tend to produce certain spatial spillover effects.Government policies,human capital,innovation capabilities,related industries and urban scale contribute to the agglomeration of the new generation of information technology industries.Compared with the new generation of information technology industry,the market is more partial to the financial industry and urbanization with higher returns.Thus,it has a restraining effect on the development of emerging industries.To this end,the government's preference for land finance in the process of urbanization should be changed,and financial support for emerging industries such as the new generation of information technology industry should be increased.
