我国继续教育公平的问题、成因及对策探究 被引量:5

摘要 继续教育公平之于教育公平、社会公平和个人终生发展有着重要意义,我国继续教育公平问题隐藏在其不均衡、不充分发展的质量问题背后,与质量问题交互交织。聚焦教育高质量发展的特征和要求,我国继续教育目前存在双重二元结构问题突出、发展水平区域性差异显著、不同群体之间“精华效用”明显、个体学业成就评价偏低等公平性缺失方面的问题,制约了其优质均衡发展。从继续教育特性出发,其公平问题的成因主要有权利观念的局限性、管理体系的分割性、政策工具的单一性、信息资源的可及性不足、供需的结构性失衡等。据此,应加快国家层面立法,保障继续教育基本权利地位;构建现代化治理模式,加强质量标准和共同体建设;综合运用多种政策工具,提升继续教育供给能力水平;营造终身学习文化生态,建立教育信息定向输送机制;提高质量优化结构,推动继续教育内涵式发展。 The continuing education equity is of great significance to the balanced development of society,the realization of the ideal of lifelong education and the lifelong development of individuals.The inequity of continuing education in China is hidden behind unbalanced and insufficiently development and is intertwined with quality issues.Focusing on the characteristics and requirements of high-quality development of education,there are some issues of continuing education equity in China,including double binary structure,significant regional differences in development levels,obvious"essential utility"of different groups,low evaluation of academic achievements for individuals,leading to poor and unbalanced development.Considering the characteristics of continuing education,the main causes of the problem are the limitation of the concept of rights,the fragmentation of management systems,the singleness of policy tools,the lack of accessibility of information and resources,and the structural imbalance between supply and demand of continuing education.To this end,national legislation of continuing education should be accelerated to ensure the status of basic rights;a modem governance model,quality standards and community of continuing education should be established;multiple policy tools should be comprehensively used,and the capacity and level of continuing education supply should be improved;a cultural ecology of lifelong learning should be created,and a directional transmission mechanism for educational information should be established;the quality and structure should be improved to promote connotative development of continuing education.
