摘要
当前我国湿地区域空间功能仍存在规划不协调问题。为了贯彻落实人与自然和谐共生的发展理念,促进国土空间发展与生态文明建设统筹发展,有必要建立湿地跨区域规划协调机制。从我国国情出发,参考借鉴域外国家在区域规划协调性建设方面的先进经验,通过加强湿地地区区域规划协调原则、建立协调统一的湿地区域规划体制、创新湿地区域规划立法机制等策略,对国土空间规划中的湿地跨区域规划协调机制进行探索,提出符合我国实际发展状况的湿地区域规划路径。
At present,the functions of spatial demarcations of wetlands is not harmonized in China.In order to implement the development concept of harmonious coexistence between human and nature,and to promote harmonization of land space development and ecological civilization construction,it is necessary to establish a coordination mechanism for cross-regional wetland planning.Considering China's realistic conditions and the advanced experiences of foreign countries in harmonizing regional planning,by implementing strategies for strengthening the harmonization of wetland regional planning,establishing a harmonized and unified wetland regional planning system,and innovating the legislative mechanism of wetland regional planning,we explored the mechanism for harmonizing cross-regional wetland planning in the land space planning,and proposed approaches to regional wetland planning in line with China's actual development situation.
