摘要
人才是强国之本、竞争之基、转型之要。面对着日益迫切的转型升级需要,为了吸引和留住人才,各地政府通过颁布和升级人才政策展开了激烈的竞争。但这些人才政策的有效性在学界一直存在争议,且缺乏足够的实证研究来加以直接验证。本研究基于理论和实践层面的梳理分析,选取户籍人口增长率和发明专利增长率作为人才政策评估指标,通过对Z省11个所辖地级及以上城市2010-2021年间面板数据的实证研究发现,人才政策升级对于属地的户籍人口增长和发明专利增长并没有产生显著的促进作用,这说明地方政府单靠人才政策创新并不一定能实现理想的人才竞争结果。值得注意的是,地方财政收入是一个重要的权变因素,在人才政策的效应上起着调节作用,当地方财政收入较高时,人才政策的作用会得到明显增强。
Talent is more and more important in economic and social development.In order to attract talents,local governments create and update various talent policies.However,whether these talent policies are useful or meaningless is in dispute in current literature.Some studies argue that the investment in talent policies can increase talent resource and be beneficial to economy development.However,other studies claim that the competition for talents among local governments make talent policies meaningless.A few studies have tried to answer this question and reveal the effect of talent policies.Unfortunately,most of studies on talent policy evaluate its effect based on the text content of policy.There is little empirical evidence to examine the effect of talent policies.This study tends to fill this gap through empirically examine the effect of talent policy on growth of registered population and patent.Following motivational perspective,we propose that talent policy release may have a positive effect on the growth of registered population and patent.We tested hypotheses through a ten-year panel data of 11 cities in Z province.The results showed that talent policy had no significant direct effect on local growth of registered population and patent.The fiscal revenue of local government moderated the effect of talent policy on growth of registered population,such that talent policy release had a positive relationship with registered population when there is a high level of fiscal revenue.However,there is no significant moderated effect of fiscal revenue on the relationship between talent policy and the growth of patents.This study is helpful to extend the research on talent policy from the paradigm of pre-policy research to post-policy research.Moreover,this study contributes to the literature through revealing the moderator for the effect of talent policy.In addition,this study also provides several suggestions to the practices of local government in talent policy.
