摘要
科技小院是新时期科技兴农、服务乡村振兴的平台和抓手,在推动农业科技创新、农技示范推广、产业提质增效、人才创新培养等方面发挥着重要作用。但目前科技小院建设尚未达到成熟期,在政策引导、管理机制、示范推广等方面受到制约,成为了理论和实践中需要解决的问题。文章研究阐述了科技小院建设背景及运行方式,采用多案例法分析总结了国内科技小院运行经验和成效,探讨归纳科技小院面临的共性问题和制约因素,在此基础上提出加强政策引导和支持、提升农民的认知度和参与度、探索并提出了完善运营管理机制等有利于科技小院建设发展的建议。
Science and technology backyard is a platform and starting point to promote agriculture through science and technology and rural revitalization in the new period,and it has played a prominent role in agricultural science and technology innovation,farming technology demonstration expansion,industrial quality and efficiency improvement,innovative cultivation of talents.However,at present the construction of domestic science and technology backyard has not reached a mature stage,and is restricted in policy guidance,management mechanism,demonstration and promotion,which has become a problem to be solved in theory and practice.The research elaborated the construction background and operation mode of science and technology backyard,analyzed and summarized the operation experience and effectiveness of domestic science and technology backyard by using multi case method,discussed and summarized the common problems and constraints faced by science and technology backyard,and on this basis,put forward suggestions conducive to the construction and development of science and technology backyard,such as strengthening policy guidance and support,improving the awareness and participation of farmers,and exploring and improving the operation and management mechanism.
