摘要
实现农地有序流转与高效利用是建设中国式农业现代化进程中亟须解决的关键问题,但目前中国仍面临农地资源难以收储、优质资产难以提升、社会化资本难以引进等问题,创新发展农地流转模式是亟须突破的核心问题。对此,本文以浙江衢州“两山合作社”为例,通过深入分析其总体架构与运行模式,发现其实现了土地流转的规范化操作,明晰了土地流转权属。通过地力综合提升、创新生产轮作模式、招大引强主体、创造再就业机会等价值增值路径,农地流转价值实现了最大化。浙江衢州“两山合作社”农地流转模式在一定程度上消除了耕地主体农地流转的顾虑,形成了防止农地“非粮化”和“非农化”的市场化手段,创新了农地流转绿色金融产品,拓展了多元融资渠道,通过多重利益分配机制激发了流转意愿,有效解决了传统农地流转存在的顽疾,为中国充分挖掘土地流转在乡村共同富裕建设中的最大功效提供了模式借鉴。
The orderly transfer and efficient use of agricultural land is a key issue that needs to be solved in the process of building Chinese agricultural modernization,but at present,it is still difficult to collect and store agricultural land resources,enhance high-quality assets and introduce social capital.In this regard,this paper use“Liangshan Cooperative”in Quzhou,Zhejiang Province as a typical empirical research.Based on the value realization mechanism of ecological products,this paper proposes the agricultural land transfer model based on the“Liangshan Cooperative”.Through building the overall structure,designing the operation mode,and optimizing the transaction process,the standardized operation of land circulation has been realized,and the ownership of land circulation has been clarified.The value of agricultural land circulation has been maximized through comprehensive improvement of land resources,innovation of production rotation mode,recruitment of large and strong subjects,and creation of re-employment opportunities.The agricultural land circulation model based on the“Liangshan Cooperative”has effectively eliminated the concerns of the main body of cultivated land,formed the market-oriented means to prevert the use of arable land for non-farming purpose,innovated the green financial products of agricultural land circulation,alleviated the financing difficulties,stimulated the circulation will through the multi-benefit distribution mechanism,and effectively solved the persistent problems of traditional agricultural land circulation.The agricultural land circulation model of“Liangshan Cooperative”in Quzhou,Zhejiang Province provides a model for China to fully tap the maximum effect of land circulation in the construction of rural common prosperity.
