摘要
林长制是为了破解林业“五化”问题而提出的生态文明建设创新性制度,对实现林业可持续发展具有重要意义。文中从林长制的内涵、制度要点、推行现状、实践中存在的问题、制度优化5个方面,梳理、归纳以往学者对林长制改革的研究进展。虽然现有研究已经对林长制的实施进行了多角度、多方面的探讨,但多聚焦于某一地区林长制改革实践研究,关于林长制绩效的考核评价、协同治理机制等方面的综合研究还有待深入;因此,建议从林长制考核评价指标体系的优化、协同治理机制的完善等方面进行探讨。
Forest chief scheme is an innovative system of ecological civilization development,which is put forward to solve the problems emerging in“Five Modernizations”of forestry sector and also of great significance to achieve the sustainable development of forestry.This paper reviews and summarizes the research progress in the reform of forest chief scheme from the five aspects of policy connotation,key components,current implementation,existing problems in practices and optimization.Although there are multi-angle and multi-facet research on the implementation of forest chief scheme,they are mainly focused on the practices in a certain region,and the research on the practice in different regions,performance evaluation and collaborative governance mechanism needs to be further carried out.Forest chief scheme could be further discussed from the perspectives of comparative study of the optimization of performance evaluation indicator system and the improvement of collaborative governance mechanism.
