摘要
随着国家《数据安全法》、《个人信息保护法》、关键信息基础设施《安全保护条例》等法规的出台和付诸实施,国家主管部门加大了数据合规监管力度,从严进行重点企业的网络安全审查;多部数据安全法规政策的相继生效,数据要素和市场迅速从野蛮扩张转向有序、规范的开放和共享发展环境,促进了数据的合法合规经营,为航运企业数字化转型成功优化了环境。从船舶行业数字化转型的具体实践来看,在大环境、转型条件得到治理的情况下,由于运营和生产管理智能化的数据格式多样化和内容多元化及共享范围小,仍然存在网络攻击、信息泄密等安全隐患,数字化转型时代船舶数据安全及应对措施显得极为重要。本文就数字化转型时代船舶数据安全及应对措施进行探究。
With the introduction and implementation of national〈Data Security Law〉,〈Personal Information Protection Law〉,〈Key Information Infrastructure Security Protection Regulations〉,the national competent authorities have strengthened data compliance supervision,conducted strictly the network security review of key enterprises;several data security regulations and policies took effect,data elements and markets rapidly from brutal expansion to orderly,standardized open and sharing,and development environment,promoting the legal compliance operation of data,optimizing successfully the environment for the digitalized transformation of shipping enterprises.From the perspective of the specific practice of digitalized transformation of shipping industry,in the environment,the transformation condition of governance,due to the operation and production management of intelligent data format diversification and content diversification and sharing scope,there are still network attacks,information leaks,such as security hidden trouble,the era of digitalized transformation of ship data security and countermeasures is extremely important.This paper explores the ship data security and countermeasures in the era of digitalized transformation.
